SAN DIEGO, 3:54 p.m. Nov. 16 (SIGNONSANDIEGO): A City Council committee signaled its approval Wednesday of a proposed ordinance that would make it a misdemeanor for registered sex offenders to come within 300 feet of facilities that serve children.
